Tallahassee, Fla. — Today, State Representative Ryan Chamberlin announced that he filed HB 787, legislation to cap the growth in property tax revenues for all entities to 2% per year with a mandated refund or debt repayment as the only usage options for a revenue surplus.
This bill comes on the heels of legislation Rep. Chamberlin filed at the beginning of February to provide a new $100,000 tax exemption for all real properties in Florida.
“For years, there has been massive revenue growth in property tax collections throughout the State of Florida,” said Rep. Ryan Chamberlin. “This has been an immense drag on our economy. With this next step, Florida can begin the process of putting private property back into the hands of the people. This cap and rebate mandate will hold taxing entities to a defined fiscal accountability standard and will pave the way for a comprehensive approach to fully phasing out property taxes in Florida and replacing them with a combination of consumption taxes.”
Rep. Chamberlin added: “I’m excited to see that my effort to provide property tax relief is gaining ground. When I first ran for the Florida House, I promised the district that I would work tirelessly to address this issue, and I got right to work once elected. During the 2024 legislative session, I championed a bill authorizing a study to estimate what it would take to replace the state property tax, so I’m glad to see the momentum continue to build behind this issue going into this year’s session.”
State Senator Jay Collins has filed the companion legislation in the Senate.
