Belleview, Fla. — Rep. Ryan Chamberlin has filed House Joint Resolution 787, House Bill 789, and House Bill 791. These three pieces of legislation, if passed, would implement his full replacement plan for property taxes. Chamberlin's legislation, in conjunction with an affirmative vote for a Constitutional amendment repealing property taxes, would completely replace property taxes with a sales and use tax and several consumption-based surtaxes.
“Speaker Danny Perez and House Property Tax Committee Chairman Toby Overdorf have advanced several excellent policy proposals for addressing Florida’s property tax crisis,” said Rep. Chamberlin. “They are providing options that would create relief while balancing the priorities of our other branches of government. But I wanted to file the remainder of my bills to chart a future discussion on fully replacing property tax revenues with other sources of revenue.”
In September of this year, Rep. Chamberlin outlined his conceptual plan to eliminate property taxes and make Florida the first state in the nation with no income tax and no property tax. However, Rep. Chamberlin acknowledges the impossibility of eliminating property taxes without providing for another revenue source to pay for roads, law enforcement, and schools. His plan focuses on transaction fees and consumption taxes as a means of placing a significant portion of the tax burden on tourists and visitors.
Chamberlin added: “Until we stop government from owning all property and forcing we the people to rent for the rest of our lives, we will never be free. I want to make permanent home and business ownership part of the free state of Florida story.”
Chamberlin already filed Freedom 1 which rolls back property taxes to the more affordable 2022-2023 tax revenue collections. Now his Freedom 2 bill eliminates all property taxes while Freedom 3 provides a replacement revenue source.
